Changing the permalink of a WordPress page shouldn't cause a 301 error, because that was something they fixed several versions ago.
However, in under two minutes, this video shows how Wordpress 2.92 DOES generate a 404 error after changing the permalink. Interestingly, it only breaks the primary page URL, and not any child pages.
