Chinese President Xi Jinping has closed out the Communist Party’s Fourth Plenum in Beijing, pushing for technological self-reliance and higher-quality growth.



China has moved to tighten controls on rare-earth exports, while the U.S. has threatened new 100% tariffs — developments that raise the stakes ahead of a planned meeting between President Donald Trump and Xi next week at the APEC summit in South Korea.
