Can Govt keep soft pedaling the issue?

11 years after Captain Kalia along with 3 other soldiers were tortured, yet another barbaric act by Pakistan has outraged the nation. In the years that followed the ceasefire violations have only increased. In fact last year it has doubled and despite that the government seems to be soft pedaling the issue, continuing to engage with Pakistan on a diplomatic level instead of sending out a tough message.
