On Wednesday, the government led by Bashar Al-Assad missed a key deadline to hand over chemical weapons.
Moscow says its ally Damascus would ship more chemicals soon. But Western diplomats say they saw no indications that further shipments were pending.
The conflict in Syria began almost three years ago and has killed more than 130,000 people.
