Babu slapped for defying order?

Barely 20 days after Manipur speaker Th Lokeshwar Singh's security guards beat up a police official in Imphal city, an MLA has slapped a senior government officer in Chandel District. District Supply Officer (DSO) of Consumer Affairs Food and Pubic Distribution System SA Halim was in the corridor of his office when Naga People's Front (NPF) MLA ST Nunghlung Victor slapped him. Halim's office is located inside the DC office complex. Halim said that there is a Supreme Court ruling which says that MLAs should not interfere in the public distribution system. The MLA had written to him on several occasions to allow the monthly transportation and distribution of 1,500 quintals of rice allocated for Chandel assembly constituency, said Halim, a resident of Imphal East.
