Are the Devs Nerfing Fun? - Thoughts on Better (PlanetSide 2) Gaming

Without fail, every time the game changes, someone, somewhere is sitting behind their desk, raging about those changes. Sometimes with good reason, other times... not so much. A complaint seen more and more now a days is the developer's intention of "nerfing fun," and "removing skill." Are these arguments completely unfounded, or is there a layer of truth beneath the hate?
