The unimaginatively named Drawboard PDF is a powerful editing tool for PDF files, and the best you will find on the Windows Store. Drawaboard includes all the tools you could want to work with your PDF files: markers, an eraser, a pen... putting everything you need to make annotations, notes, or add important information right at your fingertips. It also lets you add audio, text, shapes, and signatures. The possibilities are endless – okay, that might be hyperbolic, but there are a lot.
