On a day when the newly appointed Home Minister Sushil Kumar Shinde was slated to visit Pune 4 minor explosions ripped through the heart of the city, striking terror and raising concerns about whether this was a dry run of some sort. Now even as the Maharashtra Government tries its best to allay fears the larger question remains has the Govt exercised vigilance over a city that has a history of terror attacks?
