Missionaries to the Preborn persistent presence at Milwaukee's abortuaries have created factions within state and city government. District Attorney Michael McCann refuses to prosecute sit-ins under state statutes. Most peaceful rescues, like this one, are prosecuted under Milwaukee Municipal Statutes of Disorderly Conduct, Obstruction, and Trespassing. It is unusual to have any rescue supervised by the Police Captain and other high ranking officials.
